Cooperation to Eliminate Trans boundary Haze Pollution in ASEAN


The environmental dilemma we are facing nowadays are the direct   consequences of the fact that we have been living  on a world economy   which dominant by capitalists (Glover & Jessup, 2006; Wallerstein, 1999). The forest, bush and grass fire are one of the environmental dilemma were recorded in 1997 as the worst case of forest and bush fire global phenomena, specifically, in developing countries (Glover & Jessup, 2006). The haze pollution is one of environmental challenges which trigger by peat land and forest fire in ASEAN communities. It is recognized as transboundary since there are some ASEAN community member countries have been affected by the pollution of haze which leading have an impacts on economic, social and environment, for instance, ASEAN Haze Action (legal dictionary) reported that there was an estimated approximately USD 9 000 million  lost and 1 000-2000 million tons of CO2 emission from haze pollution. Particularly, relates environmental problems that caused by haze pollution including lose species, erosion, water supplies and increased in greenhouse gases(Cotton, 1999).

ASEAN community plays a vital role in developing social, economy and reduces political stress and pressure in the region. As we can see that, there is an increasing reputation of ASEAN as one of the dynamic organizations at the regional level for its prominent contributions to the advancement of economic   and development. So far, as a result, an achievement of ASEAN efforts, as a direct result from collaboration for the establishing long lasting relationship within the nations, it is well-known as the “ASEAN way”. There is final agreement of ASEAN countries in year 2000, which agreed that to formulate ASEAN Haze accreditation. In October 2000, all ASEAN countries finally, agreed that a legal instrument should be created to deal with the regional haze problem(Nguitragool, 2011).Through this strong effort by ASEAN member countries, this case study will examine what are the real causes, the impact on the environment and how the ASEAN members have been tackling the problems so far. The case study, will have found some critical findings, which reflect on an effective cooperation to eradicate on transboundary haze pollution. The finding will use to suggest how to
